boards and committees that relate to County Government
activities. Membership on these boards is voluntary
and involves no remuneration. Serving as a member
on one of these boards or committees is an excellent
way to become involved in your county and learn more
about Sumter County government. Below is a listing
and brief description of the various boards and committees
associated with the Board of Sumter County Commissioners.

Citizens Advisory Task Force
The Citizen Advisory Task Force (CATF) is composed of citizens of the jurisdiction, including people from real estate, construction, low and moderate-income people. The task force members are appointed by the governing body and may be reappointed as a standing committee. The task force provides input relative to all phases of the CDBG project process. They meet as necessary and offer recommendations, as they deem appropriate.
Code Enforcement Board
Members hear and judge alleged violations against
county codes as provided in Chapter 162, Florida Statutes.
The Board has the power to fine violators.
Development Review Board
The Development Review Board's principle function is to approve or recommend to the Commission on technical requirements related to proposed development in the county.

Elder Review Advisory Committee
To provide a comprehensive accounting of the existing programs, facilities and services provided to the elder population of Sumter County; to provide information on perceived unmet needs and services; and to provide recommendations regarding ways and means to reduce the level of unmet needs, facilities, and services.

Enterprise Zone Development Agency Committee
The Enterprise Zone Development Agency was created pursuant to Fla. Stat., Sec. 290.0056, Whereas, the Board of County Commissioners of Sumter County, and the city councils of the cities of Webster, Coleman and Center Hill adopted resolutions supporting the creation of the Enterprise Zone Development Agency. The Sumter County Economic Development Council is the Coordinator for the Enterprise Zone Development Agency and is the lead entity to coordinate the economic activities within the Zone.
Fire Advisory Board Committee
The Sumter County Fire Advisory Board was created to provide input for the public interest to the Director and Board of County Commissioners of Sumter County concerning issues related to fire prevention and protection and the consolidated fire rescue service. Each City, Department, and Community Development District part of the consolidated Sumter Fire Rescue Service is entitled to (1) voting position on the Advisory Board. Each City, Department, and Community Development District will select its voting member and alternate to the Advisory Board through its own means, policy or procedures. The Board of County Commissioners of Sumter County will appoint (1) voting member and alternate to the Advisory Board, who shall not be the Director.
Industrial Development Authority
The Authority is a "Clearinghouse" for Industrial Revenue for bonding proposals and makes recommendations to the County Attorney who reviews bonding. If approved, the proposal is funded. Each industrial development authority shall study the advantages, facilities, resources, products, attractions, and conditions concerning the county with relation to the encouragement of economic development in that county. Lake Panasoffkee Restoration Council
During the 1998 Florida Legislative Session, Chapter
98-69, Laws of Florida was passed creating the Lake
Panasoffkee Restoration Council (Council) within the
Southwest Florida Water Management District. The Legislature
charged the Council with identifying strategies to
restore the lake and requires that the Council report
back to the Legislature before November 25 of each
year on the progress of the development and implementation
of the Lake Panasoffkee restoration plan and on any
recommendations for the next fiscal year. The Council
consists of seven voting members: two representatives
of lakefront property owners, one environmental engineer,
one person with training in biology, one person with
training as an attorney, one person with training
as an engineer, and one representative of the sport
fishing industry. The Sumter County Board of County
Commissioners appoints all members of the Council.
Lake-Sumter Metropolitan Planning Organization (MPO)
The Lake-Sumter MPO was established on Feb. 25, 2004, after the 2000 Census determined the Leesburg-Eustis Urbanized Area and the Lady Lake Urbanized Area each had exceeded a population of 50,000. The purpose of the MPO is to provide a forum for a coordinated, comprehensive and continual transportation planning process. This process is critical in providing a safe, effective and cost efficient transportation system. The Lake-Sumter MPO is responsible for the planning of several modes of transportation including highway, transit, bicycle, pedestrian and paratransit.
MPOs were first required by the Federal Highway Act of 1962 to provide a "3C"-coordinated, comprehensive, and continual- transportation planning process by local, state and federal officials. In 2003, the governor of Florida designated the Lake-Sumter MPO as the official MPO for the urbanized area of Leesburg-Eustis and Lady Lake urbanized. There are more than 300 MPOs across the country.
Library Advisory Board
The Library Advisory Board (LAB) will formulate opinions
regarding the operation of the Sumter County Public
Library System (SCPLS) and advise the Coordinator
and Board of County Commissioners regarding policies,
objectives and alternatives. The LAB will work with
the Coordinator in defining and determining the direction
of countywide library services for all Sumter County
residents.
Licensing Board
The Licensing Board evaluates and approves/disapproves contractors for local licensing. The Licensing Board acts in the capacity of an impartial hearing board for complaints against licensed contractors and disciplines licensed contractors when warranted. The Licensing Board also hears reports of unlicensed contractor activity, and refers reports to the Commission or State Attorney's Office when warranted.
Parks & Recreation Advisory Committee
The purpose of the Committee is to become more familiar with the park properties owned or leased by the County, to assist in facilitating a comprehensive assessment of the County’s Parks and Recreation facilities and programs, and to make recommendation to the Board of County commissioners in regard to existing and future needs of Parks & Recreation facilities and programs for Sumter County.
Review Communications Equipment
The Review Communications Equipment Committee was
appointed by the Board of County Commissioners and
tasked with upgrading emergency communications equipment
for all Public Safety Agencies in Sumter County, including
Law Enforcement, Fire Services Department, Emergency
Management and the Ambulance Service.
Stormwater & Coordinating Planning Team Committee
The Stormwater Coordinating and Planning members coordinate, plan, and recommend funding for existing and future comprehensive stormwater programs for the Board of County Commissioners. Members include: Public Works Director or designee, Planning & Development Director or designee, County Administrator or designee, County Commissioner appointed by BOCC, and a staff member from the Southwest Florida Water Management.
Sumter County Tourist Development Council
Pursuant to Florida State Statute, Section 125.0104(4), Sumter County established The Sumter County Tourist Development Council, indicating the intention of the county to consider the enactment of an ordinance levying and imposing the Tourist Development Tax.
Transportation Disadvantaged Coordinating
Board
The purpose of each coordinating board is to develop
local service needs and to provide information, advice,
and direction to the community transportation coordinators
on the coordination of services to be provided to
the transportation disadvantaged. Transportation disadvantaged
means those persons who because of physical or mental
disability, income status, or age are unable to transport
themselves or to purchase transportation and are,
therefore, dependent upon others to obtain access
to health care, employment, education, shopping, social
activities, or other life-sustaining, or children
who are handicapped or high-risk or at-risk as defined
in s. 411.202.

194.011 Assessment notice; objections to assessments.
1 - Each taxpayer whose property is subject to real or tangible person ad valorem taxes shall be notified of the assessment of each taxable item of such property, as provided in s.200.069.
2 - Any taxpayer who objects to the assessment placed on any property taxable to him or her may request the property appraiser to informally confer with the taxpayer. Upon receiving the request, the property appraiser, or a member of his or her staff, shall confer with the taxpayer regarding the correctness of the assessment. At this informal conference, the taxpayer shall present those facts considered by the taxpayer to be supportive of the taxpayer's claim for a change in the assessment of the property appraiser. The property appraiser or his or her representative at this conference shall present those facts considered by the property appraiser to be supportive of the correctness of the assessment. However, nothing herein shall be construed to be a prerequisite to administrative or judicial review or the property assessments.
3 - A petition to the value adjustment board must be in substantially the form prescribed by the department. Notwithstanding s.195.022, a county officer may not refuse to accept a form provided by the department for this purpose if the taxpayer chooses to use it. A petition to the value adjustment board shall describe the property by parcel number and shall be filed.
WellFlorida Council
WellFlorida Council formerly known as the North Central Florida Health Planning Council exists under Florida's health planning law (Section 408.033 F.S.) which establishes local health councils as public or private, non-profit agencies with a membership appointed by the county commissions of each county in each AHCA district. The 16 counties of District III are represented by 24 members and appointment of the Council Board members is the responsibility of the county commission in each of the 16 counties in North Central Florida. Florida law prescribes certain requirements the Council's governing body: 1) Three membership categories are defined: provider, consumer, and purchaser; 2) A majority of the board must be consumers and purchasers; 3) opportunities for rotation of representation categories among membership seats must be allowed; and, 4) County commission may reappoint members.
Zoning and Adjustment Board
The Zoning and Adjustment Board's duty is to sit as the local planning agency and zoning board, and to review development regulations, policies and problems, and make recommendations. (The State of Florida requires a Financial Disclosure Form be completed by each member of this committee)
