Home Replacement Assistance

Demolition/Reconstruction Program
 SHIP funds will be made available to homeowners for the construction of a new site built home to replace their unsafe structure where rehabilitation is not financially feasible. The funds will be used for the demolition of all unsafe structures that pose immediate threat to the public's health, safety and welfare located on the property and the construction of a new home to include necessary upgrade or replacement of well and/or septic system.


The maximum assistance allowed is $93,000. Assistance shall be in the form of a 0% interest loan secured by a recorded mortgage and note. All loans are amortized for thirty years with monthly payments required. Assistance is provided on a first-qualified, first-serve basis. Applications are only accepted following the annual advertisement of availability of SHIP funds.  Priority may be given according to the initial determination of assistance in an effort to accommodate SHIP expenditure requirements.  There is generally a waiting list for this strategy.

Requirements & Limitations

Applicants must submit a completed application for determination of eligibility. Assistance will only be provided for homes that are owner-occupied and used as a primary residence. Proof of Homestead Exemption is required and all property taxes must be current. The property must meet local codes, including zoning regulations. In cases where the homeowner has an existing mortgages(s), replacement assistance will only be provided if the current mortgage(s) are under $10,000.00. The existing mortgage must be in current standing at the time of application.
